You can't govern accounting as there are specialist in each field of accounting a firms break this up into numerous areas.
You can't create a insurance commission to judge the accountants opinions it is too inflationary.

You have to create laws that are laws set standards ease of applying these standards like it or not there isn't another choice, unless you want to price us out of the global market.
