Within one year. Or within one application that everyone has to have. Whichever comes first. I was kinda hoping it would be the application.

Online gaming doesn't appear to be doing the trick at the moment.

Enhanced sporting events can't get their stuff to work. For example. Nascar. The have a new pay service called Racecast. Basically radio feed on the net, and a lap by lap scoring system. Combined with ability to select the in-car audio or driver scanner feed for your favorite driver. Sounds like a good start to "enhanced" sports. But the thing doesn't work. And its 3 or 4 minutes behind the telecast which would seem to be a lack of bandwidth issue. The first week they had a login problem apparently from selling to many more subscriptions than their system could handle. The second week the thing was just basically broke and about half the functions didn't work. A natural progression from this application would be in car camera views for the whole race. But thats just a pipe dream, there isn't near enough bandwidth available to do stuff like that.

So? The RBOC's stall around for some reason. If sufficient bandwidth were available, applications would be developed to make use of it. Meanwhile the RBOC's still stall around.
