DavesM, the power shortage was artificial. Most power systems can operate very nicely with installed capacity 10% above the load. There were blackouts in California with installed capacity in the region 40% above the load for the day. The shortages were created by with holding capacity and by manipulation of the tie line capacity. Loads 20 to 30% higher than those on some of the blackout days were routinely handled before deregulation. It simply was not an equipment shortage.
