I went to large public junior high and high schools and there was plenty of female aggression. Your word-- persecution-- fits best. The most passive was shunning, the more aggressive was the telling of secrets, the manufacturing of rumors. I never saw physical fights, but I think the psychological warfare is much more harmful in the long term. And some girls never grow out of it.
