Expecting a less corrupt Senate would certainly be a triumph of hope over experience!

I actually think we have to count on their corruption, but on behalf of the other side (the IXC's and any ISP's whose bankruptcy trustees will still let them make campaign contributions).

I believe this is the real agenda, BTW. This is an election year, and they need money for those insightful 30-second TV spots, so what better way to get it than to launch a visible high-stakes battle with well-funded opposing sides? They work out in advance which chamber will pass and which will block, so there is no prospect of actually doing anything, but it gives the legislators in both chambers a wonderful opportunity to fill their campaign coffers. Why do you think they delayed the start of the campaign finance reforms until next year?
