You confuse things.

From what we have learned, the accounting that Enron filed with the SEC did disclose the offshore debt. But it was Levitt's SEC that made that offshore debt possible by going against Congress and granting what it wanted.

So that Levitt accounting ruse is a diversion. The accounting wasn't the problem, the SEC exemptions were.

As for Kennedy, he was the ultimate cold warrior - he outdid Nixon by miles - there was no way a Kennedy could back down. Especially after his foreign policy had become one self-inflicted disaster after another.

Contingency plans are just that. They have no bearing on what he would do.

Remember, the always opportunistic RFK was always pushing for for more involvement - he only became a "dove" when it became "LBJ's War". So long as JFK was in power, the Kennedy ego would not allow retreat.

And don't forget, JFK had just had Vietnam's President assassinated. The US - especially the Kennedys - were responsible for Vietnam after that. The very idea that JFK would withdraw is as dubious as was his marital fidelity.
