IMO, something's only hidden if there's something to hide.
<edit> which really does look like the case here, but I think it's casual rather than deliberate corruption - doing favours for friends because it never occurred otherwise, rather than actually setting out to scam the populace.

Still, executive privilege should never extend to covering blushes - still less concealing the lapses of a greedy or unprincipled lackey.
