msnbc.com It's hard to tell from this report whether this is pro or anti consumer. The Baby Bells have been successful in nuetralizing the effect of the Tele Dereg Act, which in some ways contributed to the dotcom fall out. One of the provisions of the bill Doubles the fines, but the Baby Bells have be very successful in delaying the payment of a say $7MM fine at the end of say three years, while making 8MM a day violating the original deregulation bill.
