Hussein has been obsessed with Saladin for decades. It is his plan to try to gain back the Arab street.... Claim the robes of Saladin, gain the blessing of Allah, yada yada etc... Had a few false starts already. He knows he will never gain that level of support just thru loud speakers... particularly making religious speeches. So he has to look like a vessel... Saladin reborn. And that comes thru some dramatic action - probably military. This is one of the reasons he is driving so hard for a nuke. It's also one of the reasons he should be removed before he does get one...
