If those people worked and paid income taxes (o.k. the vet in the nursing home isn't probably working), they were helped. The budget busting tax rebate passed last year helped these people (along with Federal Reserve easing interest). Critics originally complained that the rebate would be used by consumers to reduce debt, and not spend the money. In fact, consumer debt has not fallen dramatically, and consumer spending has held up (and is considered one of the bright spots in this recession). It is beginning to look as though this recession may be one of the most shallow in history.

As far as parents with college kids: I saw that California could have awarded another $90 million in Cal Grants (money unawarded and left over?) last year. State says that children from families with incomes up to $70,000 can qualify to receive them. I would imagine that other states have similar opportunities. And I would imagine that the Federal Government still guarentees loans and offers grants.
