Sam, no, they are not referring to cacheing. That is a separate issue. Cacheing likely saves them about 30% of their bandwidth out to the Internet.

Cacheing is optional, and you can turn it on or off in your browser. (Use or don't use their proxy server.) I do find that pages that are in the cache come up significantly faster.

Smaller operators simply don't have the "parallel Internet" option. Yes, there are significant barriers - my understanding is that @Home's backbone will be similar in size and reach to those of MCI and UUNet. There are very few companies that can undertake a backbone of that size.
