Israel has always subscribed to the disproportionate response to terrorist attacks. The US should as well. By your calculation looks like their using a 3 for 1 ratio. Maybe if they bumped that ratio closer to 10:1 it would deter some of these acts of terrorism. The vast majority of attacks from Israel are in response to terrorist activity by the Palestinians. DOC
