The Guardian

Britain has protested at "the highest level"
to President George Bush about his
environmental policy, according to the
environment secretary, Margaret Beckett.
Mrs Beckett tells the Guardian today that
Mr Bush's initiative, which makes the
cutting of greenhouse gas emissions
VOLUNTARY for Americans, rather than
mandatory, is "very disappointing" and will
not work.

She says the protest was not just a
unilateral exercise from her department,
but came from the highest level - a clear
reference to the prime minister.
