No, but the timing of the implementation of the rule in Japan, coupled with the timing of banks having to revalue their securities (end of March?), gives the appearance that a massive short-covering rally was orchestrated with this rule change to allow the banks to increase the value of their holdings at just the right time. I'm not sure who made the observation earlier, but when this rally fizzles out, the fall back down over there could be even more massive without as many shorts ultimately to support prices. Who in his right mind would think "buy the dip" at that point?
