Would not be surprised to see teh FCC hold all deposits and then if they prevail in teh case, IMPOSE upon the auction winners to take the spectrum they got and pay full price...I wonder how many of hte bidders will be around when they finish up? Goes back to a saying like "A bird in hand is worth..."

I also see this case taking alot longer than 2003 to finish up, more like 2005.
