Actually, this is incorrect. I have received a private message from someone a few months ago about the internal speeds of the Pentium 4. I was told that it is ok to forward on, so please PM me if you wish to see it. At any rate, the L2 cache runs at the rated speed of the processor. Speculation that it only runs at half speed is apparently unfounded.
