Often the latter. If the plaintiff goes to collect, the defendant just collaterally attacks the judgement on the grounds of lack of personal jurisdiction, and bang goes the judgment.

Though with the reach of the net, that's a somewhat dangerous strategy these days. The issues of venue and personal jurisdiction are evolving rapidly, and I sure wouldn't recomment that a client advertising over the net rely on them.
