Bad drivers cause accidents all the time. Unless he is breaking some other law like driving intoxicated or reckless control of his vehicle, he will not go to jail.

A doctor who botches an operation may be sued, but he will not go to jail unless he breaks some specified law.

An air controller who makes a mistake may be fired, but won't end of in jail (unless there are some laws I don't know about)

These are all spelled out in the law. You are suggesting that bad managers or appallingly bad managers can be sent to jail for exercising poor judgement. Show me the law.
