That would be a bet on good news. I was looking for a play that was more neutral playing off the arbitrage in the case that the deal is not approved by these consultants. The other side was that the approval is assumed and HWP/CPQ wouldn't move much if they approved the deal. I couldn't get the risk/reward to work for me either way.
