Well, that is accurate in a general sense, but GSM1x is, or will be when it finishes standardization and commercialization) a network overlay.

As Qualcomm states in their GSM1x brochure "GSM1x has been designed to overlay an existing GSM network with no impact to current operations."

It serves one primary purpose and that is to migrate a GSM network to 1xRTT over time, while allowing core network reuse by keeping the GSM network subsystem and the components there of (MSC, HLR, VLR, AuC, etc.) and peripheral platforms (billing, OTA, messaging) intact. Alternatively it could be used to increase network capacity on an interim basis with an alternative air interface.
