I completely agree with your comments.

There may be lots of POLITICAL justification for the action,
and maybe even DOMESTIC economic justification, but the US
trading partners (who receive HUGE quantities of US goods into their marketplaces) will not just sit back and say,
"sure, Boss!"

I believe ultimately this will lead to some backing down
on the part of the Bush administration because the COST
of the move will be found to be too great.

Moreover the cynicism of:

"Hey, we're all for Free Trade"

but we just need to pick and choose where we want it,
will not sit well abroad.
