On the other hand, Europe has never taken a back seat to anyone when it comes to protectionism. I doubt Bush backs down despite the fact that there will be significant fall out. He isn't running for re-election in Europe. He set the clock with a three year window...I think it sticks.

Europe and U S will simply have to work these kind of issues out and do their best to avoid ugly confrontations or suffer "one upsmanship" consequences which no one wins.
