I think there is an element of truth to this. In many of the poorer neighborhoods I frequent, it is not unusual to have little girls pushing strollers. I often lament "kids having kids". Culture does play a role. And of course government subsidies mitigate the economic impact which has the effect of reducing the deterring effects that would otherwise be incurred.

Here you are talking about "teen" pregancies. This is an important distinction IMO. A young girl's parents seeing her having a child as a deterent to their vision of how her life is to go and they opt for the abortion instead. Or a girl, knowing her parents will disapprove of her conduct that lead to the pregnancy seek out the abortion option.

The notion that this occurs in primarilly "Republican" neighborhoods slightly misleads however. More aptly put, it would occur based on socio-economic conditions. IOW, you'll see the same thing in rich, liberal neighborhoods like San Fran, LA, NY. As well as Newport Beach.
