The existence of a plan B does not indicate that Plan A has failed.

No it does not. But it is an admission that Intel is considering the possibility of Plan A failing, and the existence of Plan B make it more likely that Plan A will fail.

Suppose Intel says "we are selling macaroni and cheese for lunch, and it's the only choice". Customers don't want to eat spinach, so they hesitate. Now suppose the customers find out that Intel is also making steaks. Some of the customers who resigned themselves to eating macaroni and cheese will now start to reconsider, the ones who were hesitant would be even more hesitant.
