I doubt someone can provide the link. I have been involved in the projects that have been putting NT and Windows 2000 and MS Office on the UK govt desktops. As part of a consulting team headed by EDS, we developed a UK govt operating environment. It requires MS on the desktop and server. MS Office Standard is a component of the base app image.

There may be groups here and there doing their own thing, but to say "the British Government decided to supplant MS office with Star Office" is grossly inaccurate.
