If I'm not mistaken, when war is declared, there are some rights here at home that are curtailed, even freedom of speech. That may be why Congress is reticent to make a declaration of war. I do think that if one is to be made, it has to be unmistakably done by the screaming hissies on the left. Because if I'm right about the civil rights issue, we'll be seeing leftys come out screaming about "Bush is trying to make this a dictatorship!!!!..yada yada yada crapola.......
