First it wasn't set up by Dubya and it's not a shadow government. It goes back to President Eisenhower and is a way for the government to have some operating capacity during a nuclear attack.

It's also no big secret. Back in the 70s my mother told me about it and she was a housewife in Central Illinois. Funny how Senator Daschele didn't know about it.
