To the best of my knowledge, President Clinton did not kill either of those programs. He chose to make no decision regarding SDI, deciding that it would be better for the NEXT President to decide whether or not to continue with the program.

I don't think he killed the Crusader either. One of the reasons for the Crusader, is that the Paladin could not keep up with other military vehicles (meaning it was more vulnerable). This gun is also designed to be able to fire shells at different trajectories, so that up to 8 rounds (from a single gun) will hit a target simultaneously. The Crusader is meant to make the job of killing an enemy, even safer for U.S. soldiers.

Remember, at the time, it was not the job of the military to stop "19 guys flying our planes into a couple towers in NYC". The Posse Comitatus Act.
