Perhaps it's because Windows XP runs only with IE6.0 and IE6.0 has no java support builtin. If you go to a URL that has java code in it, IE6.0 barfs. Each user has to go to MSFT web site and find the JVM and install it themselves, manually. Most PCs/Laptops are now shipping with XP home or PRO. You think the PC user who can barely turn his PC on is going to go hunt up a copy of the JVM and do a manual install?
