There are no published results for 3GHz P4. So how do you know what the speedup is? In addition, the assumptions are that the memory used and program is the same between the CPUs. Most overclocking of P4s are done with FSB overclocks where the memory used is clocked faster by an even amount violating the tenet. If a 3GHz P4 was present at this time, it would have to work with standard speed memory thus, losing the bandwidth and latency gains in the overclocked example. If you look at SPECint and SPECfp over time as examples you violate the tenet that the program remains the same. How much of the boost is to better compiler optimization? How much to a new core? Did you compare 2GHz Williamette to 3GHZ NW? To compare apples to apples both processor speeds must be compared at same FSB, memory, program and all else the same. You can change only the multiplier! Something Intel does not allow for a long time (with the caveat that some people may get engineering samples that allow this) except by changing CPUs.

That is why, SPECint and SPECfp gain almost linearly with FSB change but gain a lot less via multiplier changes that happen when new speeds are released. Which is the claim as it was presented.
