An incipient one. After the fall of the Soviets and a lot of environmental neglect, there was a lot of activity in that part of the world to catch up and our EPA had a number of projects. Those folks didn't have a clue about setting up an environmental infrastructure. I had had experience designing new governmental agencies. One of the reasons I considered doing it was that my family came from right over the border in the High Tatra region of Slovakia. [A bit of trivia: the EPA Regional Administrator in Chicago, Val Adamkus, became President of Lithuania.]

Nor does Beijing.

I really enjoyed my time in Beijing. I found it fascinating and think that six months there would be a good experience.
