Maybe it might be viewed as "sabre rattling" ? We do it, as well as others. You think that was published as a plan? I have doubts about that. It is more likely just a "shot across the bow". Food for thought. "Cheap Psyche" if you will, but none the less a tool frequently employed by all and that includes governments, action groups, lobbyists and corporations.

The release of information that has content, but only in context of certain variables that are not likely to emerge.
