That used to be the case, but no longer, IMO. I believe this administration is definitely thinking how and when it can use "limited" nuclear devices to make a statement.

Once this cat is out of the bag, then it changes the rules of warfare forever. Which I'm sure probably pleases a lot of hawks in the Pentagon.

A question that has not been addressed, to my knowledge, since the nuclear agenda was intentionally leaked is what is the reaction of our allies? For starters, I think you will see increasing pressure in the UK for Blair to distance himself from GWB and the bellicose American generals.
