True, and I was definitely not referring to telcos (or cable for that matter) as the ones that should deploy.
I think they have had ample opportunity to change their depreciation models, have they not? Didn't they reject a proposal for this in the 96 Act? They just seem to like their glacial pace, and have to make growth assumptions they aren't comfortable with, to change the models.
