I think you're correct; however, it seems totally reasonable to me that, prior to establishing a national energy policy, the administration would receive, consider, and probably adopt the recommendations of the nation's leading energy companies.

It would be ridiculous to establish an energy policy WITHOUT such recommendations. So, why should the administration be fearful of the linkage?

I think the administration would serve itsself well to come out and make a blatant statement to that effect: Yes, we DID consult with the managements of leading energy companies and it made total sense to do so. The problem is that Bush, like his father, underestimates the need to fight the Democrats politically. While the Bush administration is definitely taking the high ground, it does seem to me they at least need to defend themselves against these absurd charges.
