A more powerful route for China Unicom is for them to replace/upgrade their basestations and keep the old GSM ones. then use the older GSM basestations to complete coverage while replacing a little at a time of the GSM system with 1x, thus increaseing capacity while improving coverage.

for instance, in a location where they may be close to capcptiy in GSM, they could drop 10-15 GSM users and replace this wiht 40-50 CDMA1x users. when they take out one GSM basestation, then move this to the outskirts of the city where the density may be lower and reuse it, thus providing more coverage using their old equipment wiht little capex upfront.

this is the plan that Verizon did when they rolled out CDMA, thus improving their overall system coverage and reusing equipment that they had already pretty much capitialized over time.
