I think the figurehead is the more accurate description. The disorganized and conflicting policies and statements seem like a comittee approach to leadership. The few Dubya decisions, like the one to close the bombing range in Puerto Rico, are are quietly overturned as they sent their boy out to jawbone the evil-doers.
