Another strange thing in the Bush administration is the variable emphasis on Rumsfeld or Powell depending on the day. I think Rice confuses him between her mix of strategic political goals and Chevron pipeline goals. The Bush policy of the day then alternates between whether he talked to Rumsfeld last or Powell last.
