Unsubstantiated rumor: Siemens in talk with CIEN about a possible merger/acquisition. Rumored price: 25 Euro dollars. This rumor, true or false, has sent shorts scurrying for cover. RT MF shows heavy in flows by retail as well as institutions. Ibexx
