When I glanced at the London Times yesterday, it was suggested that Bush sent Cheney because
Cheney has so much power, more power than most vice-presidents the Times pointed out.
Bush wants the European and others to take what he says seriously so that may be why
he sent Cheney. Cheney will get the head-of-state treatment, well almost.
