Shack, actually, just prior to the late 99 blow up into March 2000, the vix was also extremely low, I think in the 20/22. Going back some 30 years, readings of the VIX n the teens have not created bottoms. I think that the VIX should be read in conjunction with its first derivative, namely, an extreme that changes direction, marks a bottom or a top (good to correlate with equity P/C ratio as well).
