Old Pat and Ross both think Nafta hurt American jobs. Here we had a pre-existing trend of manufacturing jobs moving to Mexico, and Nafta was set to have the effect of lowering Mexican import tariffs on American goods, about 20 times as much as it would lower American import tariffs on Mexican goods. Mathematically, this means a simple and substantial shift in our favor from what existed(if protecting American jobs is what we want). This can ONLY make it relatively easier for Mexicans to buy American, and relatively more difficult for Americans to buy Mexican, compared to what was...Mexican efforts to boost manufacturing not-with-standing(as such efforts would be taken in any event).
