Why not outsource weapons? most of the world already does. Only a handful of countries export most of the weapons systems currently sold worldwide.

Reality requires us to examine what the Constitution allows the federal government to do. If my humble understanding is correct the three things are: Provide for the common defense; unified foreign policy; maintain a common currency.

Eliminating the un-essential parts of the government would reduce the need for income taxation (and most others). Perhaps that is why the original framers rejected the idea outright.

The only viable revenue source left for the federal government was tariffs. A government has to have some revenue, however small. Do you think, that might have influenced their support for tariffs?
