Who ever said that they wanted to put their head in the sand and hope terrorists go away? What has really happened is a lot of people had their head yanked out of the sand to the realization that terrorism can happen anywhere and that the threat of weapons of mass destruction is real. Saddam isn't doing as much as he did when George's father ruled, so this has been convenient as an excuse to take him out. He might be replaced by a worse threat. It was the US that put the Taliban in power and that backfired didn't it.

So unless you are prepared to occupy all countries of the world, the threat will remain. The only real way to counter the threat is through economic interaction and dependence and raising the level of poor countries.
