Be realistic. The small countries are not comparable. Costa Rico can never be a world power no matter what they have, because there are other factors. Population, for one. That is also an asset, they could muster an army of maybe 87 and once those 87 soldiers were killed, the war would be over. We have enough people that we can replace our troops.
Besides, you cannot say that they (other countries) would always support us, that's wishful thinking as opposed to not having to be concerned about it. If we have our own, we don't have to even take their support into consideration.

And what happens if the supporting country(s) is attacked, and their steel industry is taken out? Then what?
