I started following Leap again a few weeks ago, after it fell below my sell price in 1999.

To add to your question, does anyone know how far Leap's 2002 capital budget goes? That is, is it enough to stay ahead of any required protective builds for maintaining licenses? Is it being used only for protective builds, or instead for in-market builds to improve service and reduce churn, or to extend covered POPs? In short, what is the true capital requirement from third parties, in the form of new funding, spectrum sales or whatever, before Leap becomes self-funding on its current business plan?

I'm convinced that if Leap can execute its marketing plan, the upside is tremendous. A big "if", of course, but the other big "if" concerns funding. Any help?
