the point I meant to illustrate was that when the entire particular day's volume can be accomplished with $5 million, a sum that is ludicrously small given the # of eyes on the VIX, one needs to step back and consider that. you are right that the machinations required to mess with the bids/offers could require a good amount more and may draw other traders in that would nullify the attempts anyway.

you are also right in that the vix is not a measure of volatility, to which I would say that the collective OEX traders' perception of volatility also cannot stay at extremes, or is the OEX fixed to the US$ now? -g-
