MSI,
re" Military-industrial complex, as famously noted by Eisenhower..."

IMHO, President Eisenhower was also trying to politely poke JFK and Democrats in the eye. His political opponents, claimed that Ike had allowed the country's safety and defense become weakened (the "bomber gap" in the mid 50's, and the "missile gap" in the 1960 campaign).

(added)BTW, exactly how did JFK try to reduce the "DOD/Intel stranglehold"? By doubling number of minuteman missiles Ike proposed? Or by significantly increasing the number of polaris submarines President Eisenhower orignally wanted?
