I will go as far as saying that is is a term we should try not to overuse both for the normal reason that overusing any word lessons its impact, and also because things that are dangerous or are menacing, are more common then true evil.

When I was trying to find a word to replace "evil," I checked the thesaurus and didn't find anything really satisfying. "Perilous" was the best. You're right. "Dangerous" and "menacing" are too ordinary for the likes of UBL. "Evil," OTOH, is an extreme word. Very dramatic. Much more satisfying for the degree of threat we're facing. The problem is that the concept of good/evil is different from the concept of friendly/threatening. The connotations are different. Since we don't have a sufficiently dramatic word for concept A, we've casually substituted a dramatic and resonant word for concept B and somewhat altered the message. Given Bush's religiosity, he's probably sending just the message he intended, but the question is whether he should have framed it in different terms.
