Because wihtout him, they would not have gotten the funding? Usually this is the case. If your in a money sucking operation rather than a money making operation, then you take what you can get.

which is worse...No telescope and no research funds or some windbag's name on the building which almost nobody ever remembers and a bunch of astronomers get to do funded research. I know which one I would choose....
